工作学习 / 求学深造 / Post for one of my friend: For transfer universityHe is currently a graduate student in UW and have completed 2 terms. Now he want to transfer to another university in USA. What should he do to transfer? just apply those university he likes as he did before or apply directly as a graduate student?

I think he should be able to get detailed information from the website of his desired university. Usually there is a limit on the amount of credits that can be transfered.
