You certainly fall into the second category. That implies higher tuition and tougher admission requirement. With double cohort next year, you may need to make extra effort!

Tuition is the same as long as you are not visa student.

Go on line or talk to admissions of various universities. There is no university here in Canada treats international students the same as domestic ones. You will have to pay more.
