I remember, maybe"all ballet dancers" could be ((all ballet) dancers) OR (all (ballet dancers)).
So C is wrong.
If there is no "ballet", it should be "all dancers".

I think the correct answer is C. It sounds more comfortable that way. I think the answer may be a mistake or a typo. Also pls see the following link as a reference.

the answer should be C rather than A. I've asked a native speaker and he said if you want to use "all of..", you must add "the" following "of". So both " all of the..." &" all..." are right.
