1Check if your college has agreement with some univ. If so, you can enter 3rd-year directly. 2 Apply as a normal transfer student, usually you can get admission easily. But only a few courses can be transferred.

Need to follow the procedure that is the same as a high school student. Usually about 12 (or more?) credits waived depending on situations.

Right, it depends on the decision of the university. Usually college students don't get many credits waived since they are two levels education.You may want to check the web site of those universities you are interested. There are introductions for college students.
Advice: if your objective is bachelor degree, and you don't have a degree, try to transfer to the university ASAP; if your objective is Canadian bachelor degree, and you already have one degree in China, try to find a job ASAP, maybe it's better to finish the college diplom first.
