In my opinion, U of T at Scarborough is quite different from U of T. In terms of Actuarial Science, U of Waterloo is the best in Canada.

it's quite difficult for you to switch into A.S. in UW as well since Management Science is under Facaulty of Art and A.S. is under Math. And I don't think you can switch major like that in graduate studies.

I would choose UW since it's a graduate degree and an M.A. from UW is certainly more attractive in any situation than a B. Sc. from U of T. The period of study is much shorter and the overall cost is much lower as well.
