some thoughts1. Do you have the offer yet? if no, get one, then we can talk.
2. If yes, go to cic.gc.ca. find what new rule says, the rumor I heard is you have to maintain residence in Canada at least two years in any five year period.
3. If you can meet the requirement while studying, fine. otherwise you have to choose from US degree and CA PR status.
4. If you want both, better get a lawyer do it for you.
