不同的学校定义不相同吧. 看性质, 如果是纯上课的, 就和M.ENG类似.

A new colleague who said he was a M.Tech in India uses M.Sc as the Title in our design report. Is that any trick? In my feeling, M.Tech is a diploma-only post education, while M.Sc get both degree and diploma. Am I right?

I would consider any "Master of ..." as a degree. Diploma is diploma. But some types of Master's degree is terminal, which means it is not in Ph.D stream and thus not eligible as applicant for Ph.D degree.Just my thought. May not be perfectly correct.
