1. doesn't matter .cn or .com as long as the domain server is in China it will be slower
2. No hosting web allowed. You can host it until they cancel your account if they found out. That's the risk.Daynamic domain redirection is not a problem though.

Why host at home? The upload speed of sympatico is very slow. You can find lots of hosting companies with huge disk spaces and prices as low as $3/month.
