Government use windows? One thing I want to tell you, every government is serious about information secuirty. Windows can not provide the security level they needed.(I agree, some of the not department will use windows client). If you go to bank and big insurance company. Most of their service is not based on Windows. If they want to do a selection between Java and .net. They will choose Java.
