policy routing overwrites your normal network protocol's forwarding decision.for instance of eigrp, bases on bandwidth, delay and etc to select the next hop but when policy routing is enabled, you specify next hop yourself, kinda like a static route.
acl defines the interesting traffic to trigger policy based routing.

it's correct that frame relay is layer2 technology but rate-limit has nothing to do with whether the network medium is packet switched, cell switched or dedicated line.

rate-limit is a feature which lets you define how the traffic should be handled, such as limiting bandwidth, prioritize certain ip traffic and etc...
