Thx a lot for help.
Not much change to my XP after switch to Chinese Language. Still can launch Chinese Input bar. Do I need to find a IME and install/copy it to my XP?

try again ...In "Regional Options" tab, change "Standards and formats" to Chinese, change "Location" to China; In "Laguage->Details", Add chinese,"Supplemental language support",check it; In "Advance" tab, Select "Chinese(PRC)". You will be able to read/write documents in Chinese, even with Chinese file name.
