they are liar, if you deposit more than more dollars in CIBC they will open it for you. That's my experience

Try more banks, especially the one you are banking with. I wouldn't suggest you to deposit money. That's secure card, not real credit card. You would lose the true meaning of credit card.

You can get it from CIBC, as long as you deposit enough money. Try to negotiate with their financial representative.
