If you don't want to waste your money, you will try it. 100% fail. They should get visa from china instead of from third country. No matter what status you are, even you are American, they need VISA.

Maybe his mom is PR of canada or he did many years ago. Why wasting money? They can treat their parents for French...or .. Dinner in good restaurant several time with this money.

可以在加拿大申请,可能比较困难而已,如果,非申请不可的话,你可以去试试,批不批可就看你的运气了
