如果他只是升级是合法的, 除非他买的router有些feature没买而升级了IOS能够把那些feature用起来. 但这种情况很少.

我看ebay.com上有卖cisco ios光盘，基本上有所有的ios版本，只不过后面加了一句 it is your responsiblity to buy the license，卖这个合不合法？
