Yes, there are some toll sections of freeways in L.A. but not 24 hours only in rush hours. As far as I know there is at least one toll section of freeway #60,of which the direction is from east to west and this freeway is located south of LA downtown. In the rush hour, if you don't want to be jammed with the traffic, then you can use the toll lane, otherwise you have to drive in all the normal lanes. It is different from the "Car Pool" because there is no passenger number limit in each in each car as long as you pay the toll at the end of the toll section.
