1.较好。2.我所知道的一个人给他的2岁的小孩办理家庭团聚，花了1年多的时间。

Landing with you is the best, then you can send him/her back whenever you want. Children under 16(or maybe 14) do not have to stay here for 183 days a year to keep their landing paper.And they can get their citizenship with their parents even if they did't live here 3 years out of 4 years.

您是说住满3个月送回与未住满3个月送回没有什么区别？好象前者可以使孩子有一些保障如：免费医疗，牛奶金？是吗？还有什么？

我觉得没什么区别. 因为医疗保险三个月后生效,并不意味孩子必须在这里呆三个月. 牛奶金也可以照常申请, 不过我不了解是否孩子不在CANADA时期也能够照常领取.
