听说现在比较难，必须有I－94卡上注明'PROSPECTIVE STUDENT'的才能转。具体可以问问给你发I－20的学校的INTERNATIONAL STUDENT OFFICE。

I had the same situation as you do half year ago and I got the visa. I am not sure if they have changed the policy or not, but you will apply anyway. So just try it.
