Yes, you are right. Did a research, and found that, in the standard four-freecell Microsoft game, only one deal (11982) out of the 32,000 standard deals for Win9x/WinNT/Win2K was unsolvable!No more unsolvables turned up for more than 100,000 more deals. Eight (11982, 146692, 186216, 455889, 495505, 512118, 517776, 781948) of the one million deals in FreeCell for Windows XP are unsolvable. Of the first 10 million deals, 126 are unsolvable. Of the first 20 million, 263 are impossible.
