1> you can take the cash from your visa, and use the cash to buy money order.
2) Open an account with bank and use your personal cheque or debit card to pay your tuition fee.

Thanks a lot, but this way cost me too much.Thanks for the tips. Drawing cash from the visa card here will result in 3% additional service charge. This is too high. The reason that I wanna to buy money orders is to bypass the foreign exchange control of China and the high cost of drawing cash. Do you have better suggestions?
