The Ministry of Finance shall issue you a Vendor Permit. You need that paper or at least the Vendor Permit Number to register at any whole sale place.

It should be automatic if you have indicated the type of business is retail. I guess the permit will be sent to you by mail. Check with your local MOF office to make sure.
