I will prefer No.1 if it says Employees do not file income tax instead of income tax returns. If they don't withhold income tax, there is no need to file income tax returns选A因果关系不对：
因为我们不填“退税”表，所以要先withhold tax.
但是因果关系是：
因为他们withhold了tax, 我才要填“退税”表，把我的税拿回来。
没有交税，哪来退税？
