yeah. I would say "moving towards". And I would say "It is not important on where you stand..." Feels weird when you say "It is not where..."

有点别扭 / 看着有点像强调句型It is not where you stand on an issue but the direction in which you are moving that is more important.
What is more important is not where you stand on an issue, but the direction in which you are moving.
or
What is more importnat is the directoin in which you are moving, not where you stand on an issue.
等高手来看看吧。
