Here is the solution for you. I can not tell you every detail step, it is time type "regedit" to learn how to modify registry.1. change the following registry key
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\Start Page
to
"http://www.google.com/"
2. change the permission of the above key. Take out all write permission for all users.
3. Now your homepage has been locked to google.com ;)
