You are right. There is nobody know what will happen tomorrow. But let me ask you whether sun will come out from the east and set down in the west tomorrow. Tomorrow has not arrived yet. You can deny people who say sun will do same thing of today and these people cannot prove it. I would introduce a word "Believing" (I am a Christian). Now do some homework on the difference between FACT and BELIEF.
8% is most likely return rate for LONG time investment (more than 5 years). I have this concept from many talking with financial people. When these people try to sell you their insurance policy (UL or WL), they are advised by their company to use return rate 6% conservatively. Go to get a copy of Mutual Fund Prospectus of nearly any management company or bank. Almost any fund have rate higher than 8% for LONG term period.
You can not simplely go to the bank and ask a 8% interest rate for your money. Canada has much much broader financial market comparing with China where the most common choice is fixed rates. Also there are many other financial institutes in addition to the bank.
