1) check your dial plan to make sure it follows best practices
2) educate end user on how to make 911 or 9911 calls
3) turn on CDR to check who made the call
4) inter digit timeout won't help here because 911 route pattern should have urgent priority checked, and as soon as it matches the first three digits - 911, it won't wait for further dialing and the call will go thru
5) in north america, there are strict rules about 911... you do not want to be sued when someone saying there is an intentional delay in establishing a 911 call
