If you work for OSAP, I have nothing to say.
But if you are guessing, theoratically osap will not likely to check your bank account since why would they just check the big 4 or 5 but not the small one? People can get around this thing so easily. OSAP knows that and they are not stupid. Second, bank doesn't simply give away this information, including gov't. Banks protect our privacy.
So OSAP is operating in a mannar of trust. They trust what you wrote down on the paper. The only source where OSAP is able to find out is from your income tax which they have direct access to. In my re-assessment, it clearly stated that they found out the information is incorrect from my income tax, not my bank account.

If you have over two overpayment (UW financial officer told me that), OSAP does put you into blacklist. However, this won't affect your credit history. Unable to make the repayment on time will certainly do affect your credit history. But overpayment to you won't. If they want to share this list with other gov't agencies, let it share. Since after schooling, I won't deal with other gov't agencies for money anymore. I only deal with banks and private financial institution and credit buerau.
But as I said before, make sure you don't get the 3rd overpayment since you may want OSAP again if you are doing Master. So I don't suggest you go on the blacklist.
