2. OSAP keeps a very long blacklist, and it shares with other government agency as well.

Don't be too smart. you can keep money or integrity, not both in this case.
Once you lose your creditability, you will find it very hard to earn back.

You may be able to take advantage of the system once or twice, but you will never know when and how the system will come back get you.

First of all, you fill up how much you have in the bank account. And most likely gov't won't check it. e.g. In my first year, I have $5000 bucks in my bank account, first year scholarship = $10500. -jeffrey815(Smartiecat); 2002-4-1 {633} (#429373@0)

OSAP still gave me 4400 loan for the first semester, because
1. I said I have no scholarship
2. I said I have no money in the bank.
3. I'm living outside of my home and paying rent.

oh well, all 3 of them aren't true.. But I did get the loan.

By OSAP, you can have 2 overpayment. But if you have more than two overpayments, they won't ever loan you again.

So later on they found out (about my scholarship and income tax return, but not my bank savings) and gave me assessment and saying that they can only give me $0 which means loaned me 4400, but I don't really care anymore since I have coop and don't need osap.

If you work for OSAP, I have nothing to say.

But if you are guessing, theoratically osap will not likely to check your bank account since why would they just check the big 4 or 5 but not the small one? People can get around this thing so easily. OSAP knows that and they are not stupid. Second, bank doesn't simply give away this information, including gov't. Banks protect our privacy.

So OSAP is operating in a mannar of trust. They trust what you wrote down on the paper. The only source where OSAP is able to find out is from your income tax which they have direct access to. In my re-assessment, it clearly stated that they found out the information is incorrect from my income tax, not my bank account.

If you have over two overpayment (UW financial officer told me that), OSAP does put you into blacklist. However, this won't affect your credit history. Unable to make the repayment on time will certainly do affect your credit history. But overpayment to you won't. If they want to share this list with other gov't agencies, let it share. Since after schooling, I won't deal with other gov't agencies for money anymore. I only deal with banks and private financial institution and credit buerau.

But as I said before, make sure you don't get the 3rd overpayment since you may want OSAP again if you are doing Master. So I don't suggest you go on the blacklist.

2. I don't think you will know things in advance since you are still in school. The worse is yet to come for people being too smart.

3. The system will disappear if everyone thinks the same way as you do.

4. I hope most people will choose to keep the integrity, not the money.

是指银行的贷款给多了是吗？不过那是怎样来衡量超过哪项、没超过哪项的呢？这三项好象就是奖学金、存款、房租，2 overpayment就是指贷款总额超过上述3项里的两项是吗？这样理解好象有问题，到底是什么意思呢？谢谢。

When OSAP agree to give you a loan, they would give you the loan now but keep re-assessing your financial situation in the future. For example, OSAP paid me 4400. But at year end, they had my income information on hand and did a reassessment on my financial need. And found out that I was eligible for $0. So they over-payed me 4400. This is called overpayment.

OSAP assess your whole financial situation as a whole. So they take into consideration of your income, scholarship income, rent, tutition, etc... They don't break it down into detail.

OSAP normally allowed 2 overpayments. And dump you into a black list in the third one. That's what the financial officer in my school told me.

But I don't understand the meaning of No. '2' yet. Since as you said, the gov't has considered a student's financial situation as a whole, how does it distinguish the different parts and then designate the specific No.?

I think there might be a standard value in each aspect of your financial need. If the sum of your loan and all your other funds surpassed all your expenses related to study, including tuition and rent, the surplus will be compared with those standard values and it can not exceed the sum of any 3 standard values. I guess the NO. perhaps be made in this way.

At last, could you please tell me when will be the proper time to apply for the loan? Before or after the beginning of the 1st term? Thanks.

I applied it before my first term so I would have it ready when paying tuition.
