You should have a counter and a pulse timer. I don't think you can get a combination. OMRON analog timer and counter are cheaper solution. You also can choose some digital timer and counter with backlit LCD for high end customers. But in North America, OMRON played badly in the past years. SIEMENS and CARLO GAVAZII also provide such stuff. Because I don't have their catalogs on hand I can not help you to figure out their part number.
SIEMENS LOGO! could be your good solution. But you need to take time to learn how to program it. Lots companies provide MicroPLC, you can buy a 8 DI/4 DO for very low price.
