On Windows platform, it is not easy to remove the Oracle completely; in this case, you may have to remove lots of Oracle related key in register or had better reinstall the windows before you reinstall the Oracle. On the other hand, Oracle may be installed on Windows XP, but from my point of view, I would like to install oracle on a Windows 2K/2K3, which can be considered as a server platform.
If you are installing an Oracle on a UNIX platform, it should be easier to reinstall, provided that you remove everything related to the Oracle, especially those file under /var (I am not pretty sure, it could be /opt)
