At that time, Canada rarely accepted international students without scholarship/fellowship but you could easily get US school admission. So it is quite common that people with lower performance in the universities come to US because they had some rich relatives or sponsors. I knew many such instances in my class.
However, Canada's door opened much wider since mid-90s, thanks to the "independent immigration" policy. New Chinese immigrants are comming with different educational/profession backgrounds and from different regions of China.
In the meantime, some people move from Canada to US, the only super-power in the world, for various reason. There are extremely guys looking for better chances in the states (the scale of Canadian economy is not comparable to its American counterpart). There are also people simple admire the power of Uncle Sam and want to join them. I saw people doing the same type of work both in Canada and US - they might make more if the currency exchange rate is taken into consideration but unfortunately, the place the live only recognize the US$ amount rather than x1.5.
Where a person move to depends on many factors so it is really ridiculous for some person boast themselves as being superior to others simply because they are in US.
